Audit exemption on dormant companies

The minister of Domestic Trade, Co-operatives and Consumerism told MIA delegation that the goverment have agreed to consider exempting dormant companies to be audited and later proceed to small companies exemption in a meeting held at minister office. The delegation were from MIA (President & Deputy President), AMCAF (President) and MAFA (President).

1 ½ day workshop on MPERS

AMCAF organized 1 ½ day workshop at Bangi Gateway with two speakers from faculty of accounting of University Utara Malaysia. There were 90 partners and staff attended the workshop. AMCAF will be organizing one more MPERS workshop before this fasting month.

Meeting with Suruhanjaya Koperasi Negeri

AMCAF had a fruitful meeting with the SKM's head of Audit and Accounts touching on issues of mutual interest and cooperation. AMCAF together with Institute of Cooperative and Management Accountants plan to organize seminar for practioners before end of the year focusing on all major aspects of cooperative management, audit and laws.

Amendment to Companies Acts

AMCAF in fully aware the amendments to the Acts include power given to CCM to implement audit exemption and change to qualifications to be liquidators. Effort be made to get clarification from Company Commission of Malaysia.

The President discussed with MASB Chairman Mr Mohd Raslan Abd Rahman on implementation of accounting standards including giving talks to AMCAF members. The MASB being a government agency is willing to extend cooperation with AMCAF members.

Meeting with Ministry of Education on CSAP

The AMCAF lead the delegation to the meeting with Executive Director of Ministry of Education relating to CSAP recommendations. CSAP Chairman was also invited by the Ministry and he briefed the meeting on the CSAP recommendations.

The delegation include representatives from Deans Council of Public Universities, The Association of Accountants in Public Sector and Association of Accountants in Academic. The meeting urged the Ministry that all professional bodies recognized under the Accountants Acts be subjected to MQA monitoring and approval.

The Ministry will study CSAP recommendations and issues raised at the meeting and take into accounts of the concerns of universities and others before stating its stand to the Ministry of Finance. The Accountant General Office at the Ministry of Finance is the caretaker of the Accountants Acts.

Courtesy Visit – Director Tax Academy

  • Mr Salihin and the President discussed the areas of cooperation between Tax Academy and AMCAF relating to the training of accountants in practice.
  • Tax Academy is the training organization for Inland Revenue Board. AMCAF look forward to tap the experience and expertise of Tax Academy in various tax compliance procedure under the Income Tax Act and Deal Property Gain Tax Acts. There will soon be luncheon talk, workshops and seminars.

Tax Update For SME's

This one day seminar will highlight the current issues on transfer pricing and GST implementations. AMCAF has open up the membership to MIA members :
- Ordinary member Firms of chartered accountants registered with Malaysia Institute of Accountants.
- Associate member An individuals MIA members. Associate members do not have voting powers.


CSAP Reports

- AMCAF had submitted comments and recommendations as requested to CSAP.
- AMCAF proposed changes to Accountants Acts to make MIA a subscription based professional body, independent and prominent on Malaysian soil.
- The other proposal made are consistent with similar professional bodies in New Zealand, Australia, Singapore, Hong Kong and many other countries.
- AMCAF look forward to defend its stand if so invited by CSAP.
- AMCAF had consulted Dean Council of public universities and MAFA members in arriving at recommendation.

Risk Assessment for Small and Medium Practices (SMPs)

Courtesy Visit

AMCAF together with sevens dean of accountancy of leading universities made a courtesy visit with En. Nik Mohd Hasyudeen Yusof of Audit Oversight Board for being the chairman the government's committee of strengthening the accountancy profession (CSAP).

Discussion mainly on CSAP and role of academician in accountancy.


Association of International Accountants-UK

AIA backed by AMCAF took two booths in the MIA's Inernational Conference in December, 2013. AIA's booths were one of the most popular in the two days conference including special attention by the second finance minister.


CALAB PROGRAM

AMCAF is continuously recruiting accountancy graduates to be placed in member firms to take up professional examination with attractive financial assistance from MARA. Those interested please forward your application to us.


MEMBERSHIP

AMCAF by-law had been amended at last AGM to accommodate any malay controlled firms registered with MIA to join as ordinary members. Individuals can join as associate member.

Members are entitled to subscribe to web based time here and job tracking soft are at reduced price.

To be Launched Soon:

• Time sheet and job tracking Specially developed for practising accountants in keeping track of all jobs which will also be effective in the planning for whole years’ jobs. These softwares are also suitable to other professionals where time is the basis of charging their fees. It is a web-based technology which can be assessed through hand phones.

• E-koperasi management system A web-based technology incorporating a complete set of accounts processing and administration, and shares registration system will soon be made available to be used by AMCAF members’ clients. Most of the AMCAF members are panel of auditors of Suruhanjaya Koperasi Malaysia.

Companies Bill 2013

AMCAF is recommending to Companies Commission of Malaysia to retain the current audit as mandatory on companies registered under the Companies Act. Hong Kong maintained audit as mandatory whereas Indonesia will be introducing the audit on private companies. We should not follow Singapore, UK or US or Australia because we have not reached to their level of their technology yet. Shortage of auditors as claimed by certain organisations are not true because every year auditors completed the audit previous year statements by July and August - December are no longer a peak period.
